I also do think Chinese penetration into the US and West generally is deeper than the other way around, I know there is a joke hiding in there but I am not looking.
I’d say it’s likely, because so much of our (US) infrastructure is run on a shoe-string budget and nobody is really ever held accountable for breaches; whereas I imagine in China heads would roll if, say, a foreign actor shut down the power grid.
Espionage is one leg of the three-legged stool of foreign policy, the other two being the military, and diplomacy.
In other words, all countries spy on each other.
So why is it that I only ever hear of China spying on the US, and this on a near daily basis?
Because the US loves histrionics, and keeping their people away from better tech that they can’t directly control.
